During February-July, the Committee held 13 meetings, considered 122 bills, 56 of which the Committee determined as the main.
The main activity of the Committee was directed on providing legislative function, especially preliminary consideration and preparation of conclusions and proposals for the bills that pertain to the subject of its authority.
Legislative activity of the Committee was also directed on improving labour relations, increasing level of social-labour guarantees to the citizens, adaptation of national legislation to the international social norms and standards, etc.
The Verkhovna Rada of Ukraine adopted 4 Committee’s laws. In particular, on April 4, it adopted the Law “On adoption of Nationwide social program for security, occupational hygiene and working environment improvement for 2014- 2018”; May 15 - “On amendments to several legislative acts of Ukraine to ensure equality between single mothers and single fathers”, June 18 – “On Debts Repayment of State Coal Enterprises to Ukrainian Social Insurance Fund against accidents at work and occupational diseases that caused disability in Ukraine”, July 2 - “On amendments to several legislative acts of Ukraine re authority to conduct notifying registration of collective agreements and contracts.”
4 bills prepared for consideration by the Verkhovna Rada were withdrawn, returned to the authors for revision or not included into the agenda; 2 bills were returned to the authors and not included to the agenda of the session; 5 bills were withdrawn by the authors; 44 are to be considered in the first reading in the sessions of the Verkhovna Rada.
The Committee prepared to the second reading and submitted to the Verkhovna Rada two bills: on system of professional qualification (Reg. No. 0957) and on amendments to article 7 of the Law “On State Social Support to Low-Income Families” (Reg. No. 2689).
The Committee held a range of events aimed at improvement of current legislation in the sphere of social policy.
In particular, on March 20, the committee held hearings entitled “Topical problems of activity of the Humanitarian Aid Commission after resubordination from the Cabinet of Ministers of Ukraine to the Ministry of Social Policy of Ukraine.”
On 12 June 2013, the Committee held visiting session entitled “On practice of the Law of Ukraine “On People’s Employment.”
On April 17, the Committee held a round table discussion “On application of the Law of Ukraine “On Organizations of Employers, Their Unions, Rights and Guarantees of Their Activity.”
On 19 June, the Committee held seminar entitled “Minimum wage: methods of detection and usage as an instrument of state social policy.”
The Committee members and secretariat personnel participated in conferences, working meetings. Particularly, on May 23, in conference “Ukraine and World Ukrainianship: building effective partnership for development”; May 28 – presentation of results of IPO re trade migration; May 17 – round table discussion “Realization of European standards in legislation and legislative activity”; April 17 – Forum “The Best Social Projects in Ukraine in 2013.”
According to the Committee secretariat, 60 bills are being prepared for consideration by the Verkhovna Rada.
The Committee also plans to consider and submit their proposals to 15 bills of other committees, held hearings “Topical issues of organization and financing health resort treatment of insured persons in Ukraine", to hear the issue of control over the implementation of laws, regulations, own decisions, etc.
